Almost a month has passed since the Prime Minister warned that unless there were substantial inflows to the Murray-Darling Basin, there would be zero water allocations to farmers from July.Today, Mr Howard renewed his plea to the nation to pray for rain: he said recent rainfall across the basin just hadn't been enough.Bureaucrats are drawing up contingency plans in preparation for the July deadline, with farmers warning that there's no precedent for what's about to happen.
