USDA's Joint Ag Weather Facility says a powerful Pacific storm is pounding northern and central California with heavy rain and snow, while lighter showers dot the Northwest. "Moisture is generally beneficial for pastures and winter grains, as well as high elevation snow packs. According to the California Department of Water Resources, the average water content of the Sierra Nevada snow pack stood at 10 inches on February 20—just 44 percent of normal for the date," they add.
